Ukraine’s new Cinema Law could see a massive cash injection for the State Film Agency and the introduction of a cash rebate scheme from 2017.

Hosts of Michel Hazanavicius’s The Search and Transporter 3 set to add rebates; Ukraine to join Creative Europe framework.
Georgia and Ukraine are set to become the latest countries to introduce tax incentives in order to attract foreign productions to shoot in their locations.
Speaking at this week’s Film Industry Office forum in Odessa, David Vashadze, head of export and distribution at the Georgian National Film Center (Gnfc), revealed that a tax rebate scheme will be launched from next January.
Foreign producers wishing to benefit from the scheme will be required to reach a minimum of spend of $300,000 in Georgia and fulfil a minimum of three days of shooting in the country.
The minimum spend will be reduced to $150,000 for documentary projects.
The rebate would be 20% of the qualifying expenses and an additional 2% could be paid if there are more Georgian elements such as the hiring of local cast or the promotion of Georgian culture...

Producer-director Andrey Silvestrov’s The Ice Hole was named the winner of the first Screen International Best Pitch Award at the Moscow Business Square (Mbs).
The €400,000 comedy by Silvestrov’s new company Cooperation Propub is based on characters who are typical to the modern world: an artist, an oligarch, the Russian president and an alcoholic.

Polish cinema will be the focus of Voices, Russia’s only film festival dedicated specifically to young European cinema.
Veteran director Krzysztof Zanussi will come to Vologda to present his latest feature Foreign Body and a personal selection of Polish films.
Originally, the festival’s sixth edition had been cancelled due to current economic and political situation in Russia, but a concerted effort by the festival team, the regional and city adminstrations, private sponsors and the local audience in the festival’s home of Vologda has meant that Voices will be able to take place on a more modest level from July 3-6.

The Lesson by co-directors Kristina Grozeva and Petar Valchanov was the big winner at this year’s Sofia International Film Festival in Bulgaria.
The duo’s feature debut became the second Bulgarian feature in Siff’s 19-year history to receive the international jury’s Grand Prix after Dragomir Sholev’s Shelter in 2011.
The Lesson also picked up the Audience Award, the Fipresci International Critics’ Prize and the award for the Best Bulgarian Feature Film.
Accepting the award, Valchanov pointed to the importance of the Sofia Meetings where The Lesson had originally been pitched and said that this event should be ¨an example¨ to the Bulgarian state to develop a long-term and sustainable film policy for the future.
The sentiment was echoed by international jury president Stephan Komanderev (The Judgement) when he presented the ¨Sofia City Of Film¨ Grand Prix to the young directors.

Film-makers across Europe are “in shock” after learning the news that the Nipkow Programm has not received backing from the EU’s Creative Europe programme for 2015-2016.
Speaking exclusively to ScreenDaily, Nipkow Programm managing director Petra Weisenburger explained that the Berlin-based training initiative had not been successful in the latest round of funding for the next two years and would explore alternative strategies for a survival plan.
In the current financial year, Creative Europe had provided nearly 46% (€180,400) of Nipkow’s overall budget, with the remaining €215,543 coming from Medienboard Berlin-Brandenburg (Mbb) and Germany’s State Minister for Culture and the Media (Bkm).
Weisenburger said that Mbb’s CEO Kirsten Niehuus had already indicated a desire to see the Nipkow Programm continue to exist, but the situation remains unclear about the funding from Bkm for 2015 onwards.

Film-makers from Georgia were the big winners at the Open Doors awards ceremony at the Locarno Film Festival.
The prizes were handed out at the end of the 11th edition of Locarno’s four-day co-production lab devoted to cinema from the South Caucasus, with a focus on Armenia, Azerbaijan and Georgia.
See You In Chechnya, a feature documentary about war correspondents, won the Open Doors Production Award worth $22,600 (20,000 Chf).
The film, directed by Georgia’s Alexander Kvatashidze, also won the Arte Open Doors Award worth $8,000 (€6,000). Set for release next year, it already has French, Dutch and Estonian partners on board.
Abysm, directed by Armenia’s Oksana Mirzoyan, picked up the Open Doors Development Award while Madona, by Georgian director Nino Gogua, won the Open Doors Post-Production Award. Both prizes are worth $16,000 (15,000 Chf).
Sleeping Lessons, the second feature from Georgia’s Rusudan Pirvelli, won the Cnc Award, worth $9,300 (€7,000).

A total of 19 new Ukrainian projects, at various stages of production, will be presented during the festival in partnership with the Ukrainian State Film Agency including Kira Muratova’s Eternal Homecoming and the first Ukranian 3D horror movie Synevir.
10 Ukrainian projects will compete for a cash prize of $3,250 (€2,500) as part of the Oiff pitching session. These will include Stepne, the debut feature of Marina Vroda who won the Short Film Palme d’Or in Cannes, and crime comedy Pawnshop directed by Lubomyr Levitskiy.
Meanwhile as part of the Work-in-Progress section, clips from nine Ukrainian films or co-productions at the post production stage will be presented.
