1964 Abitur in Erzincan/Turkey, 1965 to 1966 Learning of the German language and obtaining the university entrance qualification in Hamburg. 1967 to 1977 studies of political science and doctorate in politics and economics at the Free University of Berlin (Dr. rer. Pol). 1978 to 1980 return to Turkey, there studies about the economic development of Turkey, return to Germany for political reasons.
1980 to 1982 research assistant at the University of Administration and Law in Berlin, since 1982 professor of politics and migration policy in the department of social education at the University of Applied Sciences in Hamburg.
1985 co-founder and chairman of the Turkish Community in Hamburg and the surrounding area, 1995 to 2005 of the "Turkish Community in Germany"; member of the board of trustees of the "Bürgerstiftung Hamburg", the "Integration Council of the Free and Hanseatic City of Hamburg" and the board of trustees of the state initiative "Hamburg engagiert sich". Numerous publications on Turkey, migration and integration issues, most recently "Germany as a New Home - A Review of Integration Policy".
From 1978 to 1980, planning advisor on the staff of Turkish Prime Minister Bülent Ecevit; from 1980 to 1982, advisor to Interior Senator Peter Ulrich on foreigner issues; from 1993 to 1997, first Turkish member of the Hamburg state parliament in Germany.
Member of the Bundestag since 2005.
