- Jocelyn R.C. was born and raised in Seattle. Throughout her teens, she took up photography and video production and eventually caught the attention of filmmaker, Jesse Harris, and the two began a correspondence that eventually led to the start of their non-profit organization (in 2006) that runs the National Festival for Talented Youth, based in Seattle.
