Minds Eye Entertainment and Vmi Worldwide in association with Bridgegate Pictures have cast the star in their action-sci-fi.
Rob King will direct from a script by Dave Schultz about an investigator in a near-future ravaged by global warming who looks into a secretive programme designed to exile those deemed to be unproductive.
Sarah Lind, Jakob Davies and Hugh Dillon have also joined the cast.
Principal photography on The Humanity Bureau is scheduled to commence this week in British Columbia, Canada.

Canadian producer Minds Eye Entertainment in association with Us-based Bridgegate Pictures and Vmi Worldwide has financed and greenlit a six-film production slate of sci-fi, action and thriller films.
Minds Eye Entertainment will distribute the films in North America and Vmi Worldwide will handle international sales.
Minds Eye CEO Kevin Dewalt and Danielle Masters will produce the slate and Bridgegate CEO Guy Griffithe, Vmi Worldwide president Andre Relis and Frank White will serve as executive producers.
The first production to go is sci-fi thriller The Recall based on a screenplay by Reggie Keyohara III and Sam Acton King. The story follows five friends on vacation at a remote lake house unaware that the planet is under attack from aliens.
Each film will be shot for the new Barco Escape three-screen, panoramic theatrical format and portions of each film will be shot in virtual reality.
