John Barton (Neil Hamilton), supposedly a respectable citizen, works with "His Excellency" (Rudolph Anders), a mysterious leader of a gang of saboteurs, intent on destroying the Dobe Hills Oil Company oil fields in Texas. Tom teams up with Sally Crane (Pauline Moore), a reporter who witnessed his father's murder, and Mexican officer Lt. Pedro Garcia (Duncan Renaldo). The agents are working across the border in both countries with destroying the saboteurs' hideouts being their goal. One of the targets of the gang of saboteurs is an invention by Professor Nelson (Joseph Forte) who has developed a new type of aviation fuel. Tom protects the professor, riding aboard a train as his bodyguard. foiling the plot to kidnap the inventor. When rumors spread that the new aviation fuel is dangerous, Tom and Sally set out in an aircraft to prove the fuel is safe. When Pedro learns that Tom's aircraft is rigged with a time bomb, he warns him in time for Sally and Tom to parachute to safety. The saboteurs plan to destroy the Whitney Dam would flood the oil fields in Texas, and when Sally finds one of their hideouts, Tom has to rescue her. Barton and his gang finally get their hands on the formula for the special aviation fuel and set out in a dirigible flown by "His Excellency". Their attack on the oil fields is thwarted when Tom and Pedro crash their aircraft into the dirigible, killing the gang. The two lawmen parachute to safety and are later honored by the Texas Rangers for their bravery.

- Tex is sent to investigate miners being killed and their mines confiscated. The culprit is Evans and after Tex joins the gang, he is sent to kill two more miners. When Estaban is killed, Tex is put on trial for all three murders.
- The Rough Riders arrive to fight Rand, Ludlow and their gang. Buck poses as a preacher, Tim as a preacher, and Sandy as an undertaker. Buck not only wants the outlaws, but also their unknown boss.

Following the third midnight raid on his home, Don Careta is fearful for the safety of his daughter Wanda, and sends for Jack Martin to help him. Manuel and Carga write to a hired gunman to kill Jack, on his way to Santa Fe with his pal Lopez, but the man is killed in a gunfight with the sheriff. Finding Carga's letter on the body, and knowing Carga has never met the man, Jack decides to take the killer's place and reports to Carga as well as to Don Careta, thereby learning the whole situation. But Piute, Indian spy for Carga employed by Don Careta, overhears the discussion between Jack and Careta and informs Carga. Carga kidnaps Wanda and her father, and traps Jack in a mountain cabin. They leave all three tied up in the cabin, set a dynamite charge and depart to search the Careta house for the map. But they forgot about accounting for Rusty, the Wonder Horse.
- Fanning has his men rustle horses and then blame it on a wild horse named Wildfire. Happy and Alkali arrive and immediately get into trouble with Fanning and his men. When Alkali is shot, Happy catches the outlaws but the Judge not only releases them, he discharges the Sheriff and tries to arrest Happy for rustling. Happy escapes and he and the Sheriff then set out to prove who the real rustlers are.
- Kalmus is after the freight contract held by Summers. When his gang kill Summers, Tex and Duke step in to help Madge keep the freight line going. When they foil the gang's further attempts, Kalmus gets the Judge to jail the two.

- In the first of the six films Bob Steele made in PRC's "Billy the Kid" series, gun law rules in Lincoln County, New Mexico in 1872, where Sam Daly and Pete Morgan operate a general store. Daly expects to be elected sheriff and he and Morgan intend to bring off a final big coup and then disappear. To further their plans, they have local ranchers such as the Bennett brothers killed. Billy Bonney and his friends Fuzzy Jones and Jeff Travis, driving a cattle herd and friends of the Bennetts, engage in a gun battle with the killers that frightens the stage horses. Billy gives chase and rescues Judge Fitzgerald and his daughter Molly. The judge has been sent by Washington's Department of Justice to take over the law enforcement in Lincoln County, but is murdered by the Daly/Morgan henchman. Sheriff Long deputizes Billy and his friends to bring in the killers, but Daly is elected sheriff, and promptly brands Billy, Jeff and Fuzzy as outlaws. Billy, now known as Billy the Kid, retaliates by holding up a pack train carrying goods intended for Morgan's store, and big money rewards are being offered for his capture. Morgan and Daly, using Molly and her sweetheart, Dave Hendricks, as the go-betweens in their plan to capture Billy by saying that if Billy will turn himself in to the former Sheriff and Hendricks, he will be pardoned by the Governor. Billy suspects a trap and he can Fuzzy go to town and capture Daly and Morgan. Molly, waiting at the rendezvous spot, sees a buckboard approaching and assumes it is Billy and his attorney. But it is fired upon from ambush by the gang's henchmen and their bullets kill Morgan and Daly who are Billy's prisoners in the buckboard. Dave tries to convince Billy that the pardon from the Governor was a genuine offer, but Billy the Kid has reached the point where he no longer trusts anyone, refuses the offer and rides off with Fuzzy and Jeff to whatever Fate has in store for them, while Molly and Dave watch sorrowfully as the three riders vanish in the distance.
