Yes. After he blacks up his face and disguises himself as an island native, the usually silent Jerry speaks alternately in English and in a mock tribal language. He is voiced by Paul Frees, who provides exactly the same voice for two actual native islanders.
No one. Jerry seems to get the last laugh when the native islanders chase after Tom, hoping for some barbecued cat. But then a smaller islander finds Jerry, expresses his desire for barbecued mouse, and chases him into the distance as we iris out.
This cartoon has been long removed from TV broadcast rotation due to racial controversies over the cannibals' appearances. It has, however, appeared on TV (and video) with cannibal qualities removed: One edited version (which was also shown on MGM/UA-released video compilations) mutes out all the cannibals' dialogue, whereas another version (which was also shown on Warner Home Video-released DVDs) leaves in all the dialogue, but crops the scene at the end so that one does not see the actual shot of the pygmy pursuing Jerry.
