- When drama teacher John Phillips (Ted Prior) is mistaken for a professional assassin named John Logan, he is ordered into a vehicle and taken to see former Central Intelligence Agency (CIA) agent Stephen Moore (Tony Curtis). En route, shots are fired into the vehicle causing it to crash. Police arrive and arrest John Phillips. John's girl friend, Assistant District Attorney Kathryn Lockwood (Charlene Tildon), posts his bail, and after he is released, John is approached by U.S. Department of Justice agent Richard Morgan (Robert Davi). Morgan explains that John Logan was hired to assassinate a government official, but he was recently found murdered. He orders John Phillips, under threat of imprisonment, to assume Logan's identity and stop the assassination attempt. John reluctantly agrees. Worried, Kathryn telephones her deceased father's close friend, Stephen Moore, unaware of Moore's connection to John Logan, and confides in him about John's impersonation.
Meanwhile, John Phillips checks into Logan's hotel room, and receives instructions to go to an abandoned steel mill. Armed with a gun, John is attacked by three men upon his arrival. As he fights back, Moore's associate, Tony (William Zipp), appears and announces that he passed the test.
Returning to the hotel, John looks up to see a rifle in the window of his hotel room pointed at the entrance of a convention center across the street. While running upstairs, John hears a gunshot. He arrives to find his room empty, and looks out the window to see Governor Wilson of Georgia lying dead on the ground.
Afterward, John tells Agent Morgan that Logan was not hired to kill the governor, but to be framed for the crime. As they talk, Tony appears and shoots at them. In time, John goes to Kathryn's house and tells her he has been working as an undercover agent for the Department of Justice, and informs Kathryn that she is a suspect in the murder of Governor Wilson, as she made no secret of blaming the governor for her father's suicide years earlier.
Later, Kathryn telephones Moore for help. When he arrives, John accuses him of being behind the governor's assassination and planning to frame Kathryn for the crime. Kathryn is unconvinced that Moore had a hand in the conspiracy, until John announces that Moore murdered her father and made it look like a suicide, on orders from the CIA. After Stephen Moore confesses to killing Kathryn's father, Agent Morgan appears and holds Moore at gunpoint. However, Kathryn draws her own gun and kills Moore.
