Captain Jean-Luc Picard convinces Fleet Admiral Shanthi (Fran Bennett) that the Federation must no longer maintain neutrality because the Duras side's alliance with the Romulans turns the raging Klingon civil war into sort of a proxy war, which Gowron's (Robert O'Reilly) loyal side is losing. There have been 3 major engagements in the last 2 weeks, each won by ships loyal to the Duras family. He proposes a blockade of Romulan space, so that Duras faction stops receiving help from them, but no offensive action against anyone. To overcome their cloaking devices, Federation ships will deploy a Tachyon beam, which when interrupted will reveal their positions.
All major Enterprise officers take star ship commands, including Data, who had to ask for this first. Upon being asked Picard assigns him to the Sutherland. Data immediately faces a transfer request from his first officer, Lt. Commander Christopher Hobson, who has a prejudice against androids, yet Data keeps him on. Tasha Yar seen at the end of the last episode turns out to be Romulan Commander Sela. She gets reports of Federation fleet entering Klingon space and issues orders of her own. The Federation fleet has 20 ships, and they deploy the Tachyon beam net near Romulan neutral zones. Sela finds out about the Tachyon net and Sela issues orders to find a way around that.
Sela then Decloaks her ship and reveals herself to Picard. She demands that Federation withdraw their ships from the Romulan borders. Picard is startled to hear that the Romulan commander Sela (Denise Crosby) claims to be Tasha's daughter, first thinks it's a lie, then hears Guinan's theory confirmed. Guinan says that when Enterprise C emerged from the wormhole, Picard was on Enterprise D with Tasha. Tasha wanted a transfer to C, and Picard allowed that. C went back through the wormhole to fight the Romulans on Narendra III, but there were survivors and Tasha Yar was one of them. This would mean the previous Enterprise is indirectly responsible for the present conflict.
Picard meets Sela on the Enterprise. She confirms Guinan's theory. She also says Tasha survived by marrying a Romulan general and Sela was born a year later. Tasha tried to escape 4 years later with Sela, but Sela betrayed her escape attempt and Tasah was executed.
Now the civil war is going badly, Worf's loyalty to Gowron and his family leadership are challenged at his own side, he falls in the hands of the Duras sisters, Lursa (Barbara March) and B'Etor (Gwynyth Walsh). They propose that Worf mates with B'Etor to produce a legitimate heir to the empire. Worf refuses and is handed over to Sela who needs the Federation ship capabilities from him. Lursa is angry at being ordered around by Sela. Picard coordinates his fleet with Gowron's forces. Gowron attacks and Duras's forces face defeat and ask for help from Romulans. Picard opens a space in the net deliberately to lure Romulans into using it. But Sela sees through the strategy and decide to attack Data's ship, which is having engine trouble.
Sela's ships send a Tachyon burst to punch a hole of 10 million Kms around Data's ship. That's where they will go through the net. Federation ships are ordered to re-assemble at Gamma Eridon. Data thinks that the Tachyon burst would have left a Tachyon residue on the ships. He asks Hobson to reconfigure the sensors and bring phasers back online. But Hobson says bringing phasers online will flood 3 decks with radiation. He is angry at the android for not valuing human life. Data ignores Picard's pings and uses his sensors to find the Romulans and fires low intensity torpedoes at them. The torpedoes score direct hits and Sela know that they have been discovered. She orders the fleet back into Romulan space. Lursa & B'Etor are on their own. Toral is captured, Worf escapes and Lursa & B'Etor run away.
At the high council, Gowron offers Toral's life to Worf, but he spares him. Worf returns to Starfleet.
