- Lal Singh (Amitabh Bachchan) lives with his mother (Nirupa Roy) in a small basti in Bombay and grows up with the poor and needy, who call him Lal Badshah. He's a helpful person dead-set against crime. In the same city lives Vikram Singh alias Vicky Baadshah (Raghuvaran), the Don of the city; the two are always clashing. Vicky is the son of Dayal Singh (Amrish Puri) who lives far away from Mumbai in a castle. Vicky and his brother Ajit Singh (Mukesh Rishi), a corrupt police officer, want to rule the city. Meanwhile, Lal meets Kiran (Manisha Koirala), an L.I.C. agent who falls in love with him and determines to become his wife. At the castle, Dayal Singh is still hunting for the treasures of the Maharaja, whom he murdered years ago along with his brother Sultan Singh (Prem Chopra). When the Maharaja was murdered, his son Dewan Ranbir Singh (also Amitabh Bachchan) hid the treasure, for which Dayal Singh tried to murder him. - When doom and danger threaten Ranbhir Singh and his family, consisting of his wife and son, they run for their lives, manage to survive, but are tragically separated. Lalu was handed-over by his mom to a childless woman, who brings him up as her own. Years pass by, Lalu, comes to be known as Lal Singh, and because of his good deeds, he is now called Lal Baadshah. These acts of honesty put him in direct conflict with SP Ajit Singh, who is the son of Thakur Dhayal Singh. Then Baadshah meets his real mother, who passes away a few moments later. Unknown to Baadshah, his father is still alive, though mentally unstable. Then in a confrontation, Vikram, Dhayal's son, is killed, and Dhayal swears to avenge his death. In the same city lives Vikram Singh, alias Vicky Baadshah (Raghuvaran), who is the Don of the city always clashing with Lal Baadshah. Vicky is the son of Dayal Singh (Amrish Puri), who lives far away from Mumbai in a Rajasthani castle. Vicky and his brother Ajit Singh (Mukesh Rishi), a corrupt police officer want to rule the city. Vicky organizes strikes in the city, but Lal stands up to Vicky and thwarts all his plans. Lawyer (Mohan Joshi) works for Vicky and tries to trap Lal on the wrong side of the law. But Lal is a popular leader and has full support of the public and no one is willing to testify against him. Later, the same lawyer comes begging to Lal to save his daughter (Shilpa Shetty) who has been kidnapped and will be forced upon. Lal intervenes and saves her. Dayal makes a deal to smuggle large tranche of illegal weapons into the city, but Lal stops the consignment and blows it up.
Meanwhile, Lal meets Kiran (Manisha Koirala), an L.I.C. agent who falls in love with him and is determined to become his wife. Kiran struggles to pay her bills as an LIC agent, and she is not very good at selling policies either. Kiran meets Lal when he runs into her on the road while driving in his car. Lal drops her home, but is not interested in her. Kiran sees Lal in action protecting traders from Vicky's goons and falls for him. She takes him out on a date. Lal hears Kiran's problems and helps her sell Insurance policies, to meet her quota and keep her job. Kiran proposed to Lal and he is taken aback. Meanwhile the lawyer's daughter also falls in love with Lal
Wife of Ranbhir Singh (Raadhika) asks Lal for help. Her husband was forced to hand over their land to Narayan Singh (Mahesh Anand), who has established a country liquor store there. Lal confronts Narayan, who turns out to be Vicky's mama. In retaliation, Vicky kills Ranbhir Singh. Lal attacks Narayan and kills him. Ajit was waiting for this opportunity and arrests Lal as he has enough witnesses now. In lock-up, Vicky tortures Lal under captivity. The public attacks the police station and rescues Lal, with Ajit not being able to do anything and having to run for his life.
At the castle, Dayal Singh is still hunting for the treasures of the Maharaja (Pramod Moutho), whom he murdered years ago along with his brother Sultan Singh (Prem Chopra). Sultan Singh was plotting with Dayal to kill the Maharaja, but Dayal Singh betrayed Sultan and killed him after the Maharaja was disposed off. When the Maharaja was murdered, his son, Dewan Ranbir Singh (also Amitabh Bachchan) hid the treasure, for which Dayal Singh tried to murder him. Dayal thought he killed Ranbir and threw his body in the river, but Ranbir survived. While escaping the mob, Ajit Singh runs into Ranbir Singh, who was living like a beggar on the streets of the town.
Dayal calls Lal for a meeting and is stunned to see Lal with the same face as Ranbir Singh. Dayal abducts Lal's mother hoping that it would be the Maharani, but he is disappointed to see Lal's foster mom instead. Lal rescues his foster mom and learns that many year ago, when he was a kid, he was handed over to his foster mom by an unknown woman. Dayal Singh then asks the lawyers daughter to honey trap Lal. Meanwhile Lal attends temple where Vicky attacks him. But his bullet strikes an old woman (Shama Deshpande), who comes in the way and takes the bullet. Turns out that was Lal's mother who Dayal was looking for. But before Dayal could abduct her, Vicky kills Lal's real mother in a fit of rage and revenge. Lal cremates his mother and attacks and kills Vicky inside his own home.
At Vicky's funeral, Dayal Singh runs into Ranbir Singh, who had come to meet Ajit. Turns out Ranbir Singh is Lal's father. After Ranbir was presumed dead, his mother had left Lal with his foster mother, who brought up Lal away from the evil gauze of Dayal Singh. Dayal Singh sends the lawyers daughter to Lal Singh and challenges him to try and save his father. Lal and Kiran approach Dayal's castle to rescue Ranbir. But Kiran is trapped by Ajit, who tries to force himself upon her. Lal intervenes and beats him black and blue.
Dayal stops Lal and takes him meet his father Ranbir Singh. Ranbir meets Lal, but refuses to divulge the location of the treasure to Dayal Singh. Dayal Singh tortures Lal to force Ranbir to spill the beans. Ranbir escapes and manages to rescue Lal as well. Climax ensues. The lawyer's daughter kills Ajit. Ranbir kills Dayal Singh.
