Jim is too late and finds the woman with her throat cut, but is then attacked and is later found in a drunken state. As a known alcoholic he is discredited and the case against the alleged arsonists weakens yet further. Later Jim recognises the woman in a group of street actors and realises that he has been framed. He starts to investigate the set up which eventually leads him to site of the arson, a failing hotel owned by wealthy businessmen.
