October 1940: Asked to act as a referee at a local Home Guard military exercise, DCS Foyle is soon investigating a murder when one of the part-time soldiers, Harry Markham, is found shot through the head. He was a one-time burglar and was a suspect in the recent burglary attempt at the home of Sir Reginald Walker, head of a major food processing company. Foyle's suspicions are aroused when Walker failed to file a complaint with the police leaving him to think that they have something to hide. Meanwhile, Sam is put in charge of a group of children who are scouting the village to collect anything recyclable in the hopes of winning a contest. In the end, they prove invaluable to uncovering a hidden pact with the Nazis.
