A woman is killed by a homeless man. Later the man is caught and sent to prison. The woman's ex-husband thinks the prosecution should look into how the man, who is clearly deranged and had been imprisoned before, was released from prison. McCoy investigates and learns that the man's condition had been known before his release. McCoy also believes that an HMO that runs the prison health care system chooses not to treat inmates who need expensive care. So McCoy decides to prosecute the HMO.
