The pilot says, "v1, rotate" then a couple of seconds later, "v2." V1 is the speed at which an airliner is committed to take off. It can no longer safely stop before the end of the runway. Vr, rotate is the speed at which the pilot flying lifts the nose and with the increased angle of attack, the plane lifts off. The airplane cannot rotate at V1, it is not moving fast enough. In addition, the view from the cockpit showed the airplane still on the ground with no rotation.
V2 is the speed at which the airplane will climb in the event of an engine failure, but the view shows the airplane still rolling down the runway.

The Air Traffic Control clears the flight for take-off on Runway 15, then the aircraft takes off from Runway 17 (that doesn't exist at Lima's airport).
