There has been a long running war in the Amazon, that has left many American soldiers dead. One of them was Frank Uno (Roger Moseley) an old friend of Murphy.
When a military storage facility is broken into with military grade weapons stolen. Robocop recognises Uno but he had been dead for years.
While Robocop is left stunned by a plasma cannon. Madigan goes to investigate the theft but gets abrasive treatment from General Eugene Omar, the Vice President of the company.
When Robocop recovers, it becomes clear that Omar has been hiding something. A covert operation using soldiers thought to be dead, kept on drugs and used for special ops missions.

There is a nice performance from Moseley, a veteran from the television show Magnum. He is matched by Jon Cypher as the sinister Omar. Some of the story was murky with once again Robocop incapacitated and out of action.
