- Having discovered survivors from the Romulan attack on Khitomer (the infamous attack that established peace between the Klingons and the Federation), Worf resists becoming one of them, even though he becomes a prisoner, himself. The Klingon survivors were defending the Khitomer outpost when the Romulans attacked. They lost their shields and were rendered unconscious. When they woke up, they were prisoners at the camp.
Worf is puzzled by their lack of desire to escape, but they explain that it's not a prison. The camp is commanded by Romulan Tokath (Alan Scarfe). He wanted to trade their lives for Klingon territory, but the High Council refused to negotiate. Klingon High Council would not acknowledge that Klingons had been taken prisoners. They have chosen to remain since returning would be a great dishonor to their families, who have assumed the warriors died in battle. Worf says that he would have been happy to see his father alive, as there is no room in his heart for shame.
Worf finds that youngsters like Ba'El (Jennifer Gatti) have been fed lies about how wars have ravaged the Klingon empire (wars that ended years ago). And that the elders came to the camp to escape the wars and for a place where they could raise their children in peace. The men inside the camp use battle weapons to till the farm to grow crops. Worf says that the camp is still a prison as people cannot leave as per their will. Ba'El says that they can leave whenever they want. Worf challenges her to talk to her parents about leaving the camp. Instead, Worf begins to teach the younger Klingons about their ancestry and the proud tradition that exists among them, much to the chagrin of the elders.
Tokath meets Worf and tells him that years ago when the Klingons refused to leave the camp, he was ordered to kill them. Tokath wanted them to be kept alive and he was given that option only if he stayed to oversee the camp. In effect, he sacrificed his military career for the sake of his prisoners. He says Romulans and Klingons live peacefully at the camp, and he would not allow Worf to destroy what they have. Tokath reveals that he married a Klingon himself. Worf tries to escape, but is captured by the Romulans
Meanwhile Enterprise is worried since Shrek's vessel is 12 hrs overdue for a rendezvous with them, to transfer Worf and his father. They look for Shrek's flight path filed with DS9 and head for the system closest to the Romulan space. Worf is attracted to Ba'El but is repelled when he finds that she is Tokath's daughter with Gi'Ral (Cristine Rose). Worf though continues to work with the youngsters and converts one Toq (Sterling Macer Jr.) by taking him on a hunt. Toq is totally converted to Klingon traditions after the hunt. This alarms Tokath, who offers Worf a choice, live like them or be put to death. Worf chooses death as death is honorable.
The next day, as Worf is about to be executed, Toq joins him and says many more Klingons want to leave and Tokath can't keep them there. As Tokath decides to execute them both, L'Kor joins them and after him the rest of the Klingons. Ba'El also joins them. Gi'Ral convinces Tokath that the camp should not be a prison for their children. They decide to leave on a Romulan supply ship, and they all agree never to reveal the secret of the camp to anyone. Worf messages the Enterprise for a rendezvous with the Romulan ship and transports all the passengers over. Worf tells Picard that no one survived Khitomer and the Klingons are survivors of a ship that crashed on the system 4 years ago.
