Sinestro creates a yellow snake with his power ring, but creates no damage with it. Kudos to Sinestro's restraint.
Bizarro and Solomon Grundy are introduced next. Oddly, Bizarro remains cool, while Grundy (more predictably) punches a hole in the table.
Next, Brainiac and Cheetah. Brainiac is predictably undemonstrative; Cheetah claws the table with her fingernails.

The Riddler throws his stolen loot in the air and answers his own riddle. "Me!" he cries. Then he laughs maniacally.
Superman turns the dream machine on the Legion of Doom and commands them to go to jail. Later, Lex Luthor appears on the Hall of Justice's big-screen monitor and tells them he had programmed the dream machine to be ineffective against members of the Legion. "We're already at the Hall of Doom planning our next sinister mission!"
Evidently the SuperFriends just sat around the Hall of Justice chortling to themselves as they imagined the Legion walking into jail cells; but no one bothered to follow them and make sure the order was carried out.
