Toony starts a fan club called the Toony the Tuna Troop, in a similar vein as the Mickey Mouse Club of the 1950s, and recruits one youngster to be an honorary Toonatrooper. Toony, Bill, and Dippy the Toonatrooper all wear personalized white t-shirts with their names printed across the chest (in the style of Toony's everyday attire). Throughout the episode, Bill refers to the show as "The Toony the Tuna Troop", and as the head Toonatrooper he opens the episode leading a march (a nod to "The Mickey Mouse Club March"). Plans for the Troop fall apart when it becomes clear that Dippy, the only Toonatrooper recruit, was enlisted without any parental consent or supervision, and Bill and Toony are stuck babysitting him at the studio during the show.
Every time Dippy is shown eating (or about to eat) crayons, a warning flashes on the bottom of the screen saying "Do Not Eat Crayons".
Inexperienced with children, Bill and Toony try to find babysitting help when Dippy the honorary Toonatrooper is left under their supervision while they try to host the show. To this end, this episode sees the return of "Grumpy Paper Bag" father figure Pop Quizzer (whom Mr. Quizzer introduces as "the father I never had"), who tries to connect with Dippy through one of his war stories, along with a quick appearance by Svengoolie (1995) sidekick Kerwyn ("Macabre Mascot"), who is not interested in babysitting the youngster.
This episode introduces the character of Dippy ("Toonatrooper"), a 4- or 5-year-old boy whose strange habits often involve eating crayons. Versatile sketch comedy actress Leila Gorstein (Goldie Fisher, Lorna Greene, Boxcar Dentist, Det. Newtotheforce, etc.) portrays the odd little boy, digitally shrunken down in scale to appear on-screen alongside Bill and Toony in the studio.
