Before working in the White House, Peter graduated summa cum laude in 1979from Dartmouth College, where he majored in English. He went on to study politics, philosophy, and economics at Oxford University, graduating in 1982. After working at the White House, Peter attended the Stanford University Graduate School of Business from which he graduated with an MBA in 1990.
