- As a new enemy emerges seven months after Slade's attack upon Starling City, Oliver battles with the help of his teammate Roy. However, with the Arrow's presence elsewhere someone he had loved dearly is hurt.
- With crime in Starling City at an all-time low thanks to the Arrow and his team, Oliver thinks he can finally balance being both the Arrow and Oliver Queen and asks Felicity out on a date. However, when a new villain emerges, who has claimed the name Vertigo from the recently deceased Count, Oliver is caught off-guard and someone close to him is hurt. Oliver and a newly suited up Roy take on the Count. Laurel joins Arrow's inner circle and Felicity gets a part-time job at a tech store to make ends meet. Also, Oliver fights to regain his company, Queen Consolidated, but comes up against a very worthy adversary.—Anonymous
- Arrow (Stephen Amell), Diggle (David Ramsey), Felicity (Emily Bett Rickards) and Roy (Colton Haynes) (in his new crime-fighting outfit) are teaming up to take down an illegal shipment of RPGs. They seem to act as a well-oiled machine.
Crime across the city is down and employment is up. Arrow and his team are cleaning up Starling City. Queen is working to buy back the company, Diggs and Lyla (Audrey Marie Anderson) are expecting. Diggs suggests Oliver should be with Felicity. He says it's "not the right time."
Flash back to Hong Kong where Oliver runs into an Internet café and is almost able to send his mother an E-mail before a man catches him.
The friendship betweeb Queen and Laurel (Katie Cassidy) seems strong. She's prosecuting the criminals he catches and it seems to be working. Lance (Paul Blackthorne), now a captain, formally recognizes the Arrow and disbands the anti-vigilante taskforce.
But a new villain, "Count Verdigo," is taking over, a low-level street dealer who's changed the formula of the drug Vertigo so that the user sees their greatest fears. His goal is to kill Arrow.
Queen asks Felicity out on a date. Once she figures out he's being serious she says yes.
After busting another perp Arrow thanks Lance for his words.
Back in the Hong Kong flashback Amanda Waller (Cynthia Addai-Robinson) tells Queen she needs him. He says all he wants to do is go home. She responds by having him beaten.
Queen arrives for his date with a sensational-looking Felicity. They're both nervous. He starts to talk about his time away and being in Hong Kong. He's been thinking about those days recently. Felicity is the first person he was able to "see as a person."
"Count Verdigo" has a GPS locator placed in Queen's Arrow gear which he's stored in the restaurant's kitchen. They shoot a shoulder-fired missile into the restaurant. Queen grabs Felicity at the last minute and pulls her to the ground. He brings her unconscious body to Arrow HQ and Diggs realizes that Queen was the target as Roy finds the GPS tracker in the Arrow gear. Queen tells Diggs he thinks he's losing his focus and calls Lance looking to find out who is at the head of the criminal organization.
Queen meets Lance, who tells him the man he's actually looking for is Werner Zytle (Peter Stormare). Arrow runs into Zytle, who shoots him in the neck with some vertigo and say he'd like to be known as Vertigo. Arrow then sees Vertigo as his greatest fear, Oliver Queen. Lance shows up to help Arrow, but has a coronary episode in the process.
Back in the Hong Kong flashback Queen wakes up and finds a beautiful Japanese woman taking care of him in the home of her and her husband.
Laurel's mad at her father for going out into the field against doctor's orders. He feels like being a cop is part of his identity.
Just before Queen is to present his bid to re-purchase his company, he is told there is a new bidder for Queen Consolidated. It's a tech-savy young man named Ray Palmer (Brandon Routh), who Felicity met when he was shopping for hacking equipment as a customer in her computer store. Queen's pitch to the board is a strong one. But Palmer has cracked the company's internal server and is able to present raw numbers for his presentation. He wants to re-package the city as Star City. The board decides to go with Palmer.
After the board meeting Queen tells Felicity about seeing himself as his own worst enemy.
Queen learns that Vertigo's plan will be to take out the rest of the city's top crime bosses, all of whom will be at a championship boxing night that evening. They begin looking for a huge explosive device. Queen tells Diggs he doesn't want him in the field with a child on the way. Queen thinks that's a life he can't have, blaming himself for what happened to Lance. Diggs hates it, but Queen says it's his call.
Vertigo's men hide a bomb near the boxing ring inside the arena. There is a five-minute timer. Arrow and Roy arrive. Arrow waits for Vertigo on the roof. He quickly hits him with another dose, but Arrow seems able to deal with it. With help from The Canary (Sara) (Caity Lotz) he fights off Vertigo and his men. Felicity helps Roy disable the bomb by freezing it. Arrow puts an arrow in Vertigo, who seems confident nothing will change. There will always be a new Vertigo.
Palmer tells Felicity he'd like to hire her to run his security. She's not interested.
Lyla has the baby. Queen and Felicity visit their room. Diggs thanks Queen "for being right."
Back in the Hong Kong flashback the man who is hosting him tells Queen that Waller is threatening to kill his family if he doesn't stay. Queen has no choice.
Queen tells Felicity that for the moment he can't be both himself and the Arrow. They kiss, but it's "over" for the moment.
Barry Allen (Grant Gustin) is having difficultly coming to grips with his burgeoning identity as "The Flash (2014)" and calls Queen, telling him he's awake and would like to talk.
Elsewhere Sara is approached by someone off-screen. They shoot her with three arrows and she falls from the top of a building, right next to Laurel.
