- Oliver thinks about the offer Ra's Al Ghul gave him, but to do so theres a catch.
- Still weighed down by his last meeting with Ra's al Ghul, Oliver returns home to find a new villain and his crew have started terrorizing Starling City. Michael Amar AKA Murmur, a man whose mouth has been sewn shut. Meanwhile, Laurel and Nyssa bond over their issues with their fathers and Nyssa makes Laurel an offer. Thea is forced to come to terms with her father after Oliver brings Malcolm to the loft to recover, and Lance shuts out both Laurel and the Arrow.—Shailesh Wadhave
- We open where we left off last episode, with Ra's asking Queen to replace him as the next Ra's al Ghul. Ra's sits him down and explains the role of a Ra's al Ghul and his understanding of Queen's unique position struggling between being the Arrow and Oliver Queen. He's convinced Queen's city will turn on him and he'll always be alone.
Back at Arrow HQ Thea tries to make Nyssa believe that she did, in fact, kill Sara. Ultimately Nyssa doesn't think there would be any justice in killing Thea. Laurel and Roy rush into the room and get Nyssa back in custody.
Ra's appeals to Queen on the ground that he would work on behalf of the entire world, commanding an enormous force. He also tells Queen that if, as Ra's, he wants the League to abandon killing, that's what would happen. Ra's even says that if Queen turns him down he'll be allowed to leave with all debts forgiven. Almost immediately he leaves.
Queen returns to town. Thea still doesn't want any part of Malcolm. Digs wants to know why Ra's let them go, but Queen isn't talking.
In the flashback Queen is alone with Akio. Akio remembers a meeting place his parents recommended if they ever got separated.
Queen frees Nyssa and tells her to return home. Everyone is confused. Queen wants them to return to work.
A furious Lance confronts Arrow about not telling him that Sara is dead. He feels like his trust in Arrow was misplaced.
Queen drops by Palmer's lab to see Felicity. He tells her about a new bad guy they're up against, a man with his lips sewn who just killed several guards in his latest heist. His name is Murmur.
Laurel drops by to see Thea. She blames Malcolm for everything that's happened to her recently. Laurel leaves and the recovering Malcolm wakes up on the couch. She tells him about being willing to die because of what he made her do to Sara. She's holding a knife and Malcolm tells her to finish him off. She doesn't oblige him.
Nyssa returns home and Ra's tells her about Queen being invited to be his replacement. She is furious and says she won't stand by and watch him do this to her. He tells her to leave.
Murmur stole a few thousand dollars worth of industrial-grade diamonds, but ignored much more valuable gems.
Queen finally tells Digs about Ra's' offer. Digs is shocked that it sounds as if Queen is actually considering it. He's not sure what the Arrow has actually accomplished: "The Arrow isn't enough. Maybe I should be Ra's al Ghul."
With Malcolm listening, Thea tells Queen that she didn't kill Malcolm because she doesn't want to be a murderer just like him. She thinks she's "broken," just like her father. Thea walks out and Queen tells Malcolm about Ra's' offer. Malcolm doesn't think Queen actually has a choice in the matter.
Queen shares his doubts with Felicity. She tries to assure him what they're doing is important.
Digs and Roy think Murmur will use the diamonds to create armor-piercing weapons and go after the police who wrongfully put him in jail. Felicity tries to call Lance to warn him but he ignores the call.
Laurel and Lance talk about their relationship in the context of what Thea and Malcolm are going through. Lance doesn't think he'll be able to forgive her for lying to him.
Murmur's team arrives at the police station with guns blazing. Lance and Laurel end up pinned behind a desk. When all seems lost both Nyssa and the Arrow team show up to save the day. Arrow takes out Murmur.
Back at Arrow HQ Queen tells Felicity that she was right. All he could think about during the attack was saving the officers and getting them back to their families. He's not ready to leave and become the next Ra's.
In the flashback Queen recognizes that he and Akio are surrounded by a team of some kind. They are able to escape and run into Shado.
Nyssa approaches Laurel and asks if she'd like to talk about Sara. It sounds like she's going to begin training Laurel.
Queen tells Maseo he's not accepting Ra's' offer. Maseo responds that "the choice has been made." There will be consequences if Queen resists.
A frantic Thea stops by to see Roy. She wants to stay with him and they begin kissing.
The episode ends with Ra's, dressed like the Arrow, killing several of the men who worked with Murmur. He lets one go, demanding he tell everyone what they saw.
