Adding that the Soviet politburo was very secretive about the whole matter, it may show that the Kaiser, an old man kept in relative seclusion, was simply misinformed and had decided to believe this version without further evidence.
The Kaiser is talking about the sister-in-law of the Tsar being thrown into a mine shaft not the Tsar and his family.
At dinner with the Kaiser, Himmler mentions the Aktion T4 eugenics program. Given the fact the program was both a secret and later a source of public outcry, it is very unlikely Himmler would casually mention it to the Kaiser, much less so in the presence of his wife, minor ranking army officers and house staff of an occupied country.
