Stinger missiles are a MANPADS, MAN Portable Air Defence System, so can only attack aircraft. Therefore saying the whole east side of Manhattan is a target is incorrect and La Guardia or JFK should've been obvious from the beginning.
Stinger missiles don't have a remote for targeting nor do they have any remote operation capability. They are IR (heat seeking) missiles, once locked on to a heat source and fired they cannot be interrupted, destroyed or re-targeted. The firing sequence also takes time and continuous operator input for the seeker to lock on and engage the target before firing.
