The First Lady has been kidnapped by Brazilian terrorists and the President refuses to negotiate with terrorists. He has one option, Josh McCord (Chuck Norris). Josh is an university professor in Dallas but secretly, he is the President's Man. Throughout America's history, the President has one man tasked with tackling its secret and most sensitive missions, and doing it with complete deniability for America. Josh is considering retirement and must pick a replacement. He chooses disgraced Sgt. Deke Slater who is imprisoned in Leavenworth.

This is a B-movie for TV. The premise has the potential to be a TV show. Every week, the President would give him a dangerous mission. The production is second tier TV show level. There are a few good stunts and lots of basic gun/hand-to-hand action. With the editing and the production, a lot of this screams old style 80's action. It doesn't help that Chuck is an older gentleman by then. The writing is worst which explains the constant need for new missions. Chuck is probably only comfortable in a fight. This is not a good one for acting or story. At its core, this movie has an interesting premise. In better hands, this would be a fun action TV show from the 80's.
