I must admit Chuck Norris has a nice smile but he's not much of an actor. Fine in the action scenes but dramatically a dud. But then there is not much of a story in this film. Cop who seemingly dies but doesn't goes undercover a year later to destroy some mobsters, American, Canadian and Iranian. Nothing new at all. Norris as Cliff Garrett / Grogan is given a sub-plot with a bullied boy to give his character depth but it doesn't work. The best character is Ronny 'Del' Delaney played by the always welcome Michael Parks (Why was he never a bigger star?) but he disappears from the film for over an hour and consequently the story suffers. There are other villains but they pale beside Mr. Parks. It's another low calibre Cannon film.
