Every time he speak its just the most Funny thing ever, same with Homer. But in original version, grand pa voice is just not really Funny and it does change the whole character Unfortunately.
So yes you might rate this episode 6.3/10 and you might be right, but in the french version every Grand pa Simpson episode is 8/10 minimum, Comedy Greatest is in the voices.
