Warning: Spoilers
There are few laughs in this one. None of the plots are good. The writers tried to hide their poor writing behind "a big event" that is happening - the upcoming proposal, and, sadly, a lot of people fell for it. Just because an episode features a big event that is happening to the characters of a show doesn't mean that the episode is necessarily good, and this episode is a prime example of that.

Not only is the writing lazy and not funny, but it features a huge plot hole. After Chandler's ring is bought by someone else, Phoebe says she overheard the buyer talking about where he was going to propose, and later she recognizes the man in a restaurant. But while she was at the store she wasn't aware at all that someone has bought the ring, so she could neither know who bought it nor where he would propose.

Rachel comes across as a terrible person in this episode, and Paul is another character who got removed from the show in a completely ridiculous way. I never liked the character, so I'm not sorry to see him gone, but this is another trademark of this show - they would introduce a side character, go with him for a few episodes and then cut him out abruptly and clumsily, in a completely ridiculous way.
