I guess since Columbo is a star, he can get away from the usual LA crime scene. But here he enters international waters, gun running, and terrorism. I have to agree that basic police work seems to be tossed aside (like fingerprints and access to the scene). This is more an episode to play on the charm of the characters. Columbo has interacted with suspects before, even closely, but this takes the cake. Oh, that's right, Irishmen are notorious for their drinking, so move in and test the waters. The plot was decent but hardly based on deduction and solution. The scratches on the bottles were some pretty careless acts by the murderer.
