Problem still exists after two decades.

The literal translation of the title of this movie is: The daughter of the sun.

This movie paints an accurate picture of how the productivity is hindered by the bureaucracy. However, there are something the movie dared not to touch for its time, (remember, it is 1982, the beginning of the reform in China):

The main reason for the factory director and other cadres to oppose such move was because once the workers get better certification, they could ask more money, and knowing more, they could also pointing out the incorrect decisions the cadres made, and such things are totally unacceptable because it is a challenge to their power.

Due to the exactly the same reason, the problem depicted in the movie still exist today in most Chinese enterprises.
