Fu** Sheriff Joe. I've discussed his methods with all of my sociology and criminology instructors and they all had some eye-opening comments -- not in support of this guy. I understand that jail is supposed to be something you fear but this guy crosses the line in so many ways I would need much more than 1,000 words to go into it. Most of the people serving time in tent city are either awaiting sentencing or are there for minor offenses such as probation violations, check fraud, or petty theft for instance. The punishment should fit the crime and this jail(if you can even consider it a jail) sounds like a case study for US violations of international human rights law.
