This went out towards the end of the 'Phony War'; although Great Britain had been at war since the previous fall, here had been very little military action. Three months later, the matter had completely changed, and the British Army was almost wiped out at Dunkirk. But for the moment, the attitude was that this war would be over in a very short time, with boastful scrawls on army trucks, and a rather incoherent story line of how the army was preparing for modern war -- apparently by swapping out horses for tanks and letting artillery commanders watch their targets blow up on television, while infantrymen try to figure out what song would replace "Tipperary".

Visually it's a lot better than that, would some good camerawork and lots of cheerful shots of tanks and Horse Guards. There's also a bit of hindsight in my opinion, but hey, it turned out they were wrong.
