I saw this on Facebook the other day and thought it was great.
It is supposed to be a preview of a full-length movie but I didn't see any information about the feature, which I would love to see. The topic is probably more interesting to Estonians or people from that part of the world, but I think Americans would appreciate the story and learn a bit about the terrible things that happened to people who were not so obviously involved in World War 2, yet suffered nonetheless.

The theme of drowning a dog was not appealing but in the end it's a moving story - quite different from anything I've seen before.
I think the voice over, by the man who this story is supposed to be about, is great. He lends a sense of authenticity to the story.
The setting is gorgeous and makes me want to visit Estonia myself.
I know that this film is supposed to be a precursor to a feature film about Estonia during World War II and so it seems the two boys are kind of representative of the superpowers affecting Estonia at the time, Russia and Germany. I thought this was pretty clever, though it won't be caught by most watching it.
Do yourself a favor and don't dwell on the idea of the dog drowning. Ultimately, that's not what this film is about.
