The best by far. Not only was it an underrated by Star Trek standards but it was really just underrated as a TV series in general.

As with most Trek shows that aren't the original series and TNG, Voyager is really underrated. Some of the later seasons I'd say were even better than TNG. Though it didn't fully deliver on it's ambitious plot, it's characters and often character-based stories more than made up for it.

Coming from someone not really impressed with most of Discovery, I think Picard is great. Definitely has some weak points and characters but with the exception of DS9, all of the series had that.
